  1. In exercise of the powers conferred by sub-section (1) of section 3 of the Cinematograph Act, 1952 and the Cinematograph (Certification) Rules, 1983, the Central Government has reconstituted the existing Central Board of Film Certification for a period of three years or until further orders, whichever is earlier. The new board will be headed by Sh. Prasoon Joshi.Central Board of Film Certification (CBFC) is a statutory body under Ministry of Information and Broadcasting, regulating the public exhibition of films under the provisions of the Cinematograph Act 1952.
  • Films can be publicly exhibited in India only after they have been certified by the Central Board of Film Certification.
  • The Board consists of non-official members and a Chairman (all of whom are appointed by Central Government).

2. In 2013, conduct of Election Rules, 1961 was amended to facilitate the introduction of VVPAT units. For the first time, VVPAT with EVMs was used for the Noksen Assembly seat in Tuensang district of Nagaland.In the case of Subramanian Swamy vs Election Commission of India (ECI), the Supreme Court held that VVPAT is “indispensable for free and fair elections” and directed the ECI to equip EVMs with VVPAT systems. The apex court had directed the EC to introduce EVMs in a phased manner for the next General Elections in 2014, saying it would ensure free and fair polls. SC also directed the Centre to provide financial assistance for introducing VVPAT system.

3. Furthering the agenda for cooperative federalism, NITI Aayog has launched SATH, a program providing ‘Sustainable Action for Transforming Human capital’ with the State Governments. The vision of the program is to initiate transformation in the education and health sectors. The program addresses the need expressed by many states for technical support from NITI.

  • SATH aims to identify and build three future ‘role model’ states for health systems.
  • NITI will work in close collaboration with their state machinery to design a robust roadmap of intervention, develop a program governance structure, set up monitoring and tracking mechanisms, hand-hold state institutions through the execution stage and provide support on a range of institutional measures to achieve the end objectives.
  • The program will be implemented by NITI along with McKinsey & Company and IPE Global consortium, who were selected through a competitive bidding process.

4. Swachh Bharat Mission Gramin seeks to eliminate open defecation in rural areas by 2019 through improving access to sanitation. It also seeks to generate awareness to motivate communities to adopt sustainable sanitation practices, and encourage the use of appropriate technologies for sanitation. SBM-Gramin mainly focuses on ensuring the use of toilets, besides their construction. The States and their implementing agencies will be given incentives for meeting performance standards: reducing open defecation, sustaining their open defecation-free status and improving solid and liquid waste management in rural areas.

5. It is a nationwide campaign to protect elephants, was launched on the occasion of World Elephant Day. The campaign is planned to cover 12 elephant range states. The elephant is part of India’s animal heritage and the Government celebrates this day to spread awareness about the conservation of the species.

6. e-Shakti is a pilot project of National Bank for Agriculture and Rural Development (NABARD) for digitisation of Self Help Groups (SHGs). It was initiated to address certain concerns like improving the quality of book keeping of SHGs and to enable banks to take informed credit decisions about the group through a Management Information System (MIS). The project covers 25 districts and 1,30,176 SHGs have been digitised as on 31st March, 2017.  The project aims at digitisation of all the SHG accounts to bring SHG members under the fold of Financial Inclusion thereby helping them access wider range of financial services together with increasing the bankers’ comfort in credit appraisal and linkage by way of:

  • Integrating SHG members with the national Financial Inclusion agenda.
  • Improving the quality of interface between SHG members and Banks for efficient and hassle free delivery of banking services by using the available technology.
  • Facilitate convergence of delivery system with SHGs using Aadhaar linked identity.

7. The United States has named Hizbul Mujahideen as a "foreign terrorist" organisation, imposing sanctions on it, which including the freezing of assets it may hold in the US. The terror outfit has a strong presence in Jammu and Kashmir, where it has claimed responsibility for a number of attacks. 

8. Amritsar; Seventy years after the traumatic division of Pakistan and India at the close of the British Empire, the world’s first Partition Museum has formally opened to the public. Housed in the colonial-style Town Hall in the Indian border city of Amritsar, the 17,000 sq. ft museum has crowdsourced much of its collection from the families of some of those caught up in the largest mass migration in history. An estimated 14 million people were displaced. Artefacts range from identity cards, steamer trunks and clothing carried by refugees, to works of art and copies of the papers of Lord Mountbatten, the last British Viceroy of India.

9. Bengaluru; Congress vice-president Rahul Gandhi on Wednesday launched the Karnataka government’s flagship programme ‘Indira Canteen’ in Bengaluru. “Indira Canteen is another step towards the “Food for All” commitment of the Congress. According to the scheme, 101 canteens will be opened in the initial phase. More will be opened in 97 wards from October 2 to mark Mahatma Gandhi’s 150th birthday. Initially referred to as ‘Namma Canteen’, the name was later changed to ‘Indira Canteen’ as Congress legislators sought to give a political touch to the populist announcement ahead of the Assembly polls early next year by naming it after former Prime Minister Indira Gandhi.

10. .Sprint legend Milkha Singh has been appointed WHO goodwill ambassador for physical activity in South-East Asia Region. As WHO goodwill ambassador, Milkha Singh will promote WHO South-East Asia region’s NCD prevention and control action plan which seeks to reduce the level of insufficient physical activity by 10 per cent and NCDs by 25 per cent by 2025.
